If i fail the Living environment Regents again can I still graduate to the 10th grade?

Hey im 15 I live in NY Manhattan and in the 9th grade. I passed all my semester classes(but algebra once) with a 70 or higher. My highest average was 81. I took the Algebra and living environment Regents. I passed the Algebra with a 65 but I want to retake it for a higher grade. I failed the L.E Regents with a 52. In that class I have always had a 70 or higher but the Regents was just to much. If i fail it again in August can I still go to the tenth grade and take it then?
